Shipping Problem based on price workaround

As I mentioned before I needed a way to calculate shipping based on
subtotal BEFORE discounts..

After weeks of working on it I have given up..

Instead what I have done it just tweak the shipping..

where as shipping was like

upsg	UPS	.01	2499.99	f (.15*@@TOTAL@@)
upsg	UPS	2500	5000	f (.15* (@@TOTAL@@*1.10))
and a discount is applied to orders over 2500 of 10 percent..

the shipping is now like..
This is just a rough sketch of it.. but what I have done is told it to take
a value if within the discounted range, add the percentage of the discount
to it, to make it a nondiscounted value and then base shipping on that..

it seems to be working fairly well.. the values are a couple dollars off
here and there :(
not the greatest but I guess it makes sense
