On the first filter, move the '!' markers outside of the tag
and add "interpolate=1" to the [filter].

Like this:

Old value: <b>![filter op="strip" interpolate=1][scratch old_support_comments][/filter]!</b><br>
New value: <b>![value name="support_comments" filter="strip"]!</b>
