DUH- Kick me.  Well, here goes.  REMOVE any reference
to ScriptAlias in the Apache httpd.conf <VirtualHost>
directive.  Remove the OLD cgi from /cgi-bin, replace
with shiny NEW cgi generated by install.  Refresh
page. It now works!  The rest of the <VirtualHost>
directive was left in place.  DOH!
