[mv] [mv 3.14] SeperateItems Problem

I have a catalog that has no need to have any modifiers set to any product.
So I go into the catalog.cfg to the SeperateItems field, uncomment it, and
make sure it is set to No.  However, after restarting the minivend server, I
can order the same item multiple times and it will still add seperate
entries for each time I order that item.  Any ideas or known issues with
this?
