The OrderCounter catalog directive assumes that they filename you give is
relative to the catalog root so long as you do not give a leading /.
>From your error.log snip, it looks like you have a leading / in your
catalog.cfg and thus minivend (probably under the minivend user) is trying to
use the /order.number file, which it does not have rights to (and perhaps does
not even exist.)
