Problems with MiniMate authentication.

I'm having problems with MiniMate authentication.  I read the FAQ and  
I have the following set in my access.conf file, along with the .access
and .access-gate in the appropriate directories:

<LocationMatch /cgi-bin/cyberflicks/+(admin/config)>
AuthType Basic
AuthUserFile /home/httpd/mvend/catalogs/cyberflicks/.htpasswd
AuthName "MiniVend Administration"
<Limit GET POST>
require valid-user
</Limit>
</LocationMatch>

But, when I try to access the pages, I keep getting the "Under
construction" page.  Here's the output from the error logfile:

I'm really at a loss as to why this is happening.
