Sounds like the cgi-bin executable is owned by a different user than
minivend.  

go into MVHOME/etc and run

chmod +rw socket

Then try again.  If this works, it probably means that the executable for
your catalog has incorrect permissions.  Search the web site (particularly
the faq) on the www.minivend.com site.  There is an entry there on just
this problem in the parts on debugging and start up.
