Maybe this is an impossible thing to do?  The form field "site_name" (sorry for
not clarifying it) is filled in on the ord/usbilling.html page.  I use this
page for customers to enter their shipping (and billing if same) address.  In
this form they select the university site they are connecting from.  I'd like
to give a discount based on that.

Is that too late in the process to even use the discount tags?
