ImageDirSecure doesn't work

I'm having trouble getting images to show up on SSL pages. For example, on
the order form, the visa and mastercard logos are being referred to as
"http://"... instead of "https://"... or even just "/images/"....

I looked at the function substitute_image in Vend/Interpolate.pm, which seems
to be the one that is supposed to be inserting the ImageDirSecure, and I
inserted some debugging statements to it which revealed that $CGI::secure is
not set. https is definitely being used though.

Here are what I hope are the relevant parts of the catalog.cfg:
