credit card validation

I just had a complaint about mvend returning a 'you must validate your
creditcard'... I am at a loss as to what could be causing this problem. I
have set everything a 'loose' as it can go... including using
mv_credit_card_force=1
The person who complaigned went somewhere else, and the store's owner is
somewhat annoyed.
I am using pgp for cc encryption and just verified (with my own cc) that it
is working properly otherwise.
does anyone have any idea where I can look to gather more information on
what the problem could be?
