more shipping calc

OK, I was able to get the shipping .asc (below) sort of working... when the
subtotal is in the 2 highest ranges, the correct shipping charge is applied.
However, whenever the subtotal is below $25.00, the shipping is $5.00, not
$5.50!... even if I change the shipping.asc to a different value for the
first range (like 4.00), the shipping charge is still $5.00. Does anyone
know why?

BTW, CustomShipping is enabled and Shipping is disabled.
