can't run minivend

Hi:

I am getting the following error every time I am running simple.cgi:


We're sorry, the MiniVend server is unavailable...
We are out of service or may be experiencing high system demand, please try
again soon. 


Even when the permission to all files are 777, and I have even changed the
socket permission to 777.  The owners of these files is VITAL and HTTPD.  I
am running perl, version 5.005_02 built for i386-freebsd on a freebsd
version 2.8 server.
It tests perl and finds the correct version, which is the one mentioned above.

Possible problem:
When I am running configure.pl I get the following message at the end:

Compiling, this may take a sec...In file included from tlink.c:38:
/usr/include/arpa/inet.h:71: warning: parameter has incomplete type
/usr/include/arpa/inet.h:74: warning: parameter has incomplete type
/usr/include/arpa/inet.h:78: warning: parameter has incomplete type
done.           

Please advice me of any type of solutions which will allow me to run this
program
properly.  We have been trying to configure this program for days.

Please respond ASAP.
