MV3.11 multiple checkout pages and shipping

Hey list!
Does any one know how to force the cart to update shipping charges via perl or?
I have a multi page checkout process that works as follows:
basket.html displays contents of cart
checkout.html gets customers shipping address and name
checkout2.html shows cart contents subtotal, tax, shipping and total
and allows a selection of shipping methods
checkout3.html takes payment info and completes order
Everything works fine if you just go through the process.
The problem occurs if you get past checkout.html and then go back to
checkout.html and change your country. Then when you arrive at
checkout2.html again, you still see the shipping amount and any
shipping_message that was generated based on your first country selection
even though the country value has changed (verified by placing a tag [value
country] on this page, and by going back to checkout.html). The only way to
force the cart to update has been to go back and add another item to the
cart, then everything works. It is not a big deal for customers because
they usually pick the country they live in correctly the first time around :)
It is more of a problem when I want to try to "sell" the system to someone
for their own products and they try going back and forth changing countries
to see if shipping etc works correctly.
Any thoughts would be appreciated
