Installing MiniVend 3.12 on Virtual Web Server

I have downloaded MiniVend 3.12 and would like to set it up on a Virtual Web
Server. My ISP has a rule that I can use cgi scripts written in Perl but I
cannot upload or use any binary executables on their server.

Does MiniVend REQUIRE any binary executables? Can I install MiniVend on my VWS
without using binary files and if so, is there anything special I have to do
during the installation phase.
