the why's and hows of .gdbm?

Shipping in upsg is my trouble. I keep getting this > No match found for
mode 'upsg', quantity '1', returning 0.
Nothing is showing as error.log .
In order to see if my files are correct and to try and get an error
mssg. I replaced the file 2ndDayAir.csv with 2da.csv provided by ups.
I noticed that 2da.csv built 2da.gdbm , and shows the correct price.
Although no matter what I have tried Ground.csv will not build a new
.gdbm
I noticed in the 2da.gdbm the bottom of the file has what I assume to be
a line of rates.
Does minivend get its info from the .gdbm?
How do I get minivend to recognise the Ground file?
I tried a new file gndres.csv it did not build a .gdbm.
I'm confused and frustrated.
Can anyone help?
