Both are in the FreeBSD ports collection,
/usr/ports/comms/hylafax
and
/usrports/comms/mgetty
and both can be configured for retrys.
hylafax meets your 'call grouping' requirements and can be used as
a mailer with a few changes to sendmail.cf.
