If you don't mind maintaining the modem(s) and phone line(s) yourself,
check out Hylafax (www.hylafax.org). It's a very popular freely available
fax server software. It is supposed to be very good at handling heavy
demand, queuing, etc.
There is an volunteer organization called TPC (www.tpc.int - note: "int"
not "com") whose members run Hylafax servers for free faxing. Assuming
someone is running a server in the area you need to send the fax to, you
can submit an email and it gets forwarded to that server, and the fax call
gets placed as a local rather than long distance call. You can use a
form on their web site to see if the number you need to fax to is in their
coverage area.
Also, you could use a commercial service like Jfax (www.jfax.com), you
email them the info and they fax it out for something like USD$0.06 per
minute.
