I have implemented Swiss VAT on my store (still under construction):

I use CommonAdjust for quantity pricing only, not for calculating VAT!

Our VAT is 7.5% and is included in the price for endusers with a seperate line detailing the amount of VAT for
companies that can reclaim the VAT.
For distributors, who have a sepearte log-in ID, the price is stated without VAT, the VAT is then calculated and added
to the Subtotal. For this, I use the [discount-price] tag, applying varying discounts depending on quantity (in
addition to quantity pricing).  To see this solution, log-in as user disti_11 with password disti_11.

This can easily be adapted to your 15% MWSt and if the items that have a different percentage, have a corresponding
field in the products.asc, you can apply the correct VAT by checking that field.

I am not a professional programmer and do not claim to have a perfect solution, but it seems to work. There may also be
other approaches for the same solution. I am quite prepared to share the checkout.html with anyone who cares to see it
(no warranties....).
