I have get the same pain like you  and have not get a success
installation on this way!  (Sorry for my bad english)!

Try this way...

1. Start a dos-box, go into the mvend-dir and type

perl c:\mvend\bin\makecat simple
or
c:\perl\bin\perl.exe c:\mvend\bin\makecat simple

(notice that you use the correct path to mvend and to perl and you have
not deleted any mvend-files, because the setup will write some
information into some mvendscript like the pathdir and so on! Look into
c:\mvend\bin\makecat at the line like

"$VendRoot = $VendRoot || 'c:/mvend';"  .

this is an example)!

This script will create a shop without the html-wizard and browser!

2. start the minivend.bat and your browser
3. type your shop-url and see what you get (notice the output from the
makecat-script at the end of this script)
4. If you can not see your shop well, check your setting (look into
simple.cfg)

(Someone write a wrong pathdir often into the simple.cfg file). If the
cgi-script will not run, rename the name from simple or simple.cgi to
simple.exe, if you use IIS4! I do not know why and i am not the
WIN-NT-ISP!)

BTW:
Others script like expire, expireall, start and restart will not run! If
you want to reconfig oder restart your shop, you are able to do this via
browser!
With browser, i was are not able to create a new catalog!
