This is supported standard.

Salestax     exempt state

<INPUT TYPE=radio NAME=exempt VALUE="" CHECKED> I am NOT tax exempt
<INPUT TYPE=radio NAME=exempt VALUE="whatever"> I am tax exempt

and add in salestax file:

	exempt	0.0
