Tax Exemption 2

I am still pondering a way for Tax Exemption to be done.

Sales tax is charged for People in Virginia, however if they are tax exempt
I need minivend to zero out the tax..

I setup a VA-EXEMPT salestax code and on my checkout2 page I tell if that
if the state is VA and there is a value of the Tax-ID or PO Number to
change State to VA-EXEMPT. However if they decide to go back to checkout1.
The state changes to AL (I use a dropdown for the states)..

I have thought about adding a field called Tax-Exemption to the checkout
cart items and having there be placed a negative value of the tax to zero
it out, but I need a way for the totalcost function to acknowledge this.

Any other strategies for doing this?
