It is done that way for speed. The locales need to in memory if you
want to be liberal with your [L] [/L]. It would be a very big
performance penalty if it wasn't done that way.
All you have to do is reconfigure, not restart. It would not be too
difficult to set up a quote system that would edit the PriceDivide line
in the locale database ASCII source and then use the [reconfig] tag or
other means to perform a catalog reconfig. This can even be done by
cron job.
