Error: &final=no, but mv_successpage is set

Hi all:

I have combed the archives but haven't found anything that helps with this.
I'm using MV 3.08.  I get the error

    Error: &final=no

whenever I use &final=no in my checkout profile and click 'Place Order'.  If
I use &final=yes the checkout process competes successfully, but I am trying
to make a two page checkout process.  I stripped everything out of the
profile that I added and still get the error.  My stripped down checkout
profile in checkout.html is pretty simple:

&fatal=yes
[if value email]
email=email
&set = mv_email [value email]
[/if]
[if value credit_card_number]
&set = mv_credit_card_number [value credit_card_number]
mv_credit_card_number=required
[/if]
&set = order_date [tag time]%m/%d/%Y[/tag]
&set = order_time [tag time]%H:%M:%S[/tag]
&set = order_datetime [tag time]%b %d, %Y  %I:%M%p[/tag]
&set = mv_payment Credit Card ([default mv_credit_card_type])

&set = mv_successpage = ord/checkout2.html
&final=no
[/set]


'ord/checkout2' also has a [set checkout_profile].  Both pages have

<input type="hidden" name="mv_order_profile" value="checkout_profile">

This appears to be the way the documentation says to do the &final=no.  What
am I doing wrong?
