The locale file is only read upon start of the catalog and therefore changes to the locale db will only become effective after restart of the catalog. There is no way of changing locale db on the fly. Normally, this is not a problem, since a catalog's locales do not change often. One exception are the currencies, which - in a critical environment - may need to be adjusted daily. In this case, a on the fly change would be most welcome.
