Something along the following lines might work for you. In shipping.asc:

 upsg	UPS	price [value state]	0 0 e Nothing to ship.
 upsg	UPS	FL GA AL ... (list all eastern states)	0 50 f 5
 upsg	UPS	CA NV ... (list all western states)		0 33.4 f 5
 upsg	UPS	(list all eastern states again)	50 150 f (.10 *  @@TOTAL@@ )
 upsg	UPS 	(list all western states again)	50 150 f (.15 * @@TOTAL@@ )
 upsg   UPS                          150 9999   e @@TOTAL@@ lb too heavy for UPS

As for Alaska and Hawaii, the method would be very similar.

Please note that I don't use this method, nor have I tested this method. It's just what I'd try first. :)
