Installtion

I know this has been address before, but I can't seem to find the
answer.
I am trying to install v3.11 as a self extracting file on a windows 95
platform running microsoft personal web server. I have Perl 5.005
already installed. The problem that I'm having is:
During the installtion process the programs can not open
/bin/mvend. I thought I changed the permissions, but I guess I haven't
set them properly. What are they supposed to be? chmod?
The other problem I'm having is that after setup is complete, and I
try and start to make a catalog, it looks for localhost:7786..There
isn't such a thing on my computer.
Can someone send some suggestions.
