You need to leave "CustomShipping" blank so shipping.asc is ignored,
then set "Shipping 3.00".

Try these in catalog.cfg:

 ########### CustomShipping
 ##
 ## Default: blank
 #
 # The default database column which is the key to the custom shipping
 # calculation. If left blank, no custom shipping calculation is done.
 #
 CustomShipping


 ########### Shipping
 ##
 ## Default: 0
 #
 # A flat shipping charge that will be added to any order. A
 # zero value disables it.
 #
 Shipping 3.00
