coding for flat rate shipping

I have a client that will be using a flat dollar amount for shipping.
The checkout page has no shipping selection and just a line item
before TOTAL.

I tried a default entry in shipping.asc with no luck.  I looked through
the FAQ and Docs.  There is a reference to a handling charge, but I
fall into that group that has trouble understanding the documentation :-(

Anyway, at checkout, how do I get $3.00 to show up for shipping and
get counted in the total?
