The 40 bit code is a subset of the 128 bit code; that is, you 
get a 128-bit encryption engine in which 88 bits of the key 
are forced to a known state. The 40 bit encryption is not 
trustworthy for important data. With the wide availability 
of add-on or replacement encryption routines for browsers, 
everyone should be using 128 bit.
