don't understand what [tag flag build] does

Hi 'venders,

I've been looking at this for a while now, and maybe there's something
lacking in the documentation explanation (or just my head:)) but I'm
completely eluded.

There's a line at the top of results.html like this :

[tag flag build][value mv_searchspec][/tag]

After reading the manual, it says that this "forces static building of the
page".  I thought that since the page wasn't on the fly anyway (it has a
filename?  it exists in real life?) it already was static!  I thought
removing the line might give me a clue, but it doesn't make any 
difference.  SO WHAT DOES IT DO???

Could somebody explain this a little better for us not so
astoundingly intelligent people? :)
