this is bad(tm). The documentation specifically forbids single quotes in
these variables.
You may try a few things along the following lines:
[value name="whatever" set="[loop-data settori settore]" interpolate=1]
[page scan
se=settore
sf=[value name=whatever escaped=1]
]
if this does not work you may need a perl script that generates proper page
scan tags with HTML escapes.
Also: Are you sure sf and se are not exchanged?

That is strange. Did you check error logs?
