Hi Rob, Bob, Ryan,
Thank you for your help. I changed ENCRYPTOR to have error output go to a log file:
Variable ENCRYPTOR /usr..... 2>/mypath/catalogs/mycatalog/pgp-error.log
and found that I didn't have the pgpe path set correctly.
Thank you all! I nearly pulled my remaining hair out over this one.

Tim,
Do you have it set to Encrypt in the catalog.cfg? If so you will need to make
sure PGP is running properly first.
