syntax errer, new setup, new to minivend, redhat 5.1 perl 5.004.04

hi,
i've read the install FAQ which says under /CONFIG PROBS/ We're sorry,
the MiniVend server is unavailable...
not to install minivend as root. so i do a ./configure as the new user i
created called minivend. then i get the following errer...

so as root i go ./configure and all goes well until the following...

In line 10 of the configuration file 'catalog.cfg':

do you install minivend as root and THEN change permissions to minivend
or
change permissions to minivend THEN install as minivend?

or is it something else?
