Copy the share/interchange directory to your document root.

That should be it. If you can't put them there, or they still are not
found, go to Administration->Preferences. Edit the UI_IMAGE_DIR and
UI_IMAGE_DIR_SECURE paths. They can be http:// urls if you want, but
normally they are /interchange/.
