[ic] set Route in catalog_after.cfg

IC 4.8.6

I would like to set some routes in catalog_after.cfg only if those
routes have not previously been defined. I'd like to set these default
routes in catalog_after.cfg because they will use the __ORDERS_TO__
variable. There are many catalogs that use the same catalog_after.cfg.

I tried the follwing in catalog_after.cfg but it does not work.
