[ic] timed build for logged in users

[timed-build] will re-interpolate the contained tags, instead of
serving the cached region, unless the login=1 or auto=1 parameters
are given.
The [timed-build] tag does not know whether your site treats logged-in
users differently from non-logged-in users and therefore has to rely on
you telling it to "always cache" by passing the login=1 or auto=1
parameter.
Regardless of the login or auto parameters, [timed-build] will still
refuse to build/use its cache if the user is not using a cookie for
their session ID. This behaviour can be overridden using the force=1
parameter if you really need this to happen.
