[ic] timed build for logged in users

Hello,

Please clarify the functionality of the [timed-build] tag as it realtes to
logged in users.  I find that a logged in user prevents a timed build page
from being build to the timed/ directory.  Does it also follow then, that
when a user is logged in, they're not actually being served up the
timed-built page and IC software is regenerating that page?  Also, if I had
the timed-build around areas not affected by a logged-in user, will it still
not build the page when someone is logged in?
