[ic] Importing Shipping Tables

Using 4.9.3.

    Is there some special combination of
exporting/importing of the shipping tables such as
the UPS Ground.csv so that it imports correctly ?
No matter what combination I try the import
process always shoves every column of data into
the first column in the table.
