[ic] How to read the IC docs from the rpms?

Hi all, 

Trying to open up the docs in the /man directory but it's filled with
special chars.
With what programs do I need to use to be able to read it properly on a
windoze machine?

or can someone just copy the snippet about how to pass a form variable with
the [more-list]
