I didn't understand what you were trying to do. If you *always* want
mv_order_item to be upper case, in every instance, put in catalog.cfg:
Filter mv_order_item uc
If you only want it in some cases, put in a page:
[input-filter name=mv_order_item op=uc][/input-filter]
