[ic] How can I use external lib?

How can I use external library in perl or usertag in Interchange?
We would like to use localizing library such as code/encoding
8bit-doublebyte code; like below.

require "/xxxxx.pl";

in [perl] or usertag.

How can we include these external liblary inInterchange?
If we can, is there any example?
