That doesn't look right -- this works for me:
Locale xy_ZZ frac_digits 0
Locale xy_ZZ mon_decimal_point ""
Locale xy_ZZ mon_thousand_sep .
Locale xy_ZZ mon_thousands_sep .
Locale xy_ZZ p_cs_precedes 0
Locale xy_ZZ p_sep_by_space 0
