I had some funny problems like this too. It turned out that I had made a
copy of the file (UI_STD_HEAD.bak), and somehow IC was using the .bak file
instead of the original (where my modifications were). After I got rid of
all the copies and extraneous files, it started working.
Let me know if that's not it, I might be able to suggest some other things.
