Yes and no. The ports collection is updated with some regularity but
getting the new ports collection onto your system is not as simple as it
should be. In a perfect world there would be a make command that would
fetch a new copy of the ports tarball and install it. Instead they use a
CVS update utility. This work well most of the time but I have had
sistuations where it failed miserably.

Well, it really a matter of what tool is best for you. Ideally you
should be able set up your server and never touch it again. The more you
do have to play with your server the more chance of something breaking.
