Setting this:
OrderCounter /order.number

indicates that Minivend should look in the absolute root for the "order.number"
file.  This is indicated in the documentation in the "Catalog.cfg" section. 
Without the leading /, Minivend will start in the catalog's root directory (ie,
"relative to catalog root if no leading /")
