I had the same problem before. Guess what? I figure out the "/order.number" 
means the file "order.number" at root
directory "/", this is absurd, I am sure something is wrong in
my conf, but I just don't wanna fiddle with the code anymore, so I
decided to create a /order.number and change its permission. It works.
That's a ugly, ugly, ugly get-around. Unless you find no way to go, don't 
recommend it. If you find some reasonable way, let me know.
