Referrals, gift certs, and local sales tax

I'm getting ready to start work on a Minivend site (my first) for a
customer. I've been on the list for a while and played around w/ it a
bit, but I have (well, they have) a couple of questions.

1. Are there any facilities to do referrals (or upselling) similar to
Amazon's "If you like this, you'll probably also like..."?

2. Is there a way to handle gift certificates?

3. What is the accepted way to handle local sales taxes?

I would figure that for #2 would be tied to a centralized database w/
unique numbers for each cert. I would also think that there are CDs or 
something for #3. If there are, what are some called?
