I resemble that remark!

But seriously, I have posted multiple times requests for someone to come
up with a coherent framework that bests MiniVend's shipping. No one has
come up with anything close, nor have I seen anything anywhere else that
comes close.

So we stay the same in MiniVend 4, with the exception of removing the
s option and providing a multi-origin UPS.

WRT locale, there is no way I will place that in a database table.
Too slow. It can be placed in any table now with LocaleDatabase; if
you have a database that pig-headedly insists upon munging the case of
column names you need to define the locales in that case, but there are
no other limitations.
