I didn't get the beginning of this thread, but perhaps the problem stems from
the fact that the "OrderCounter" (I hope that's what you are talking about, if
not, sorry) variable assumes that the file is located relative to VendRoot if
their is not leading /.  That might mean that putting in "etc/order.number" is
then looking into the [VENDROOT]/etc/order.number file.
