Maybe, this should be as " LC_......=de_DE.ISO_8859-1"
or "... =de_DE.ISO8859-1" or "... =de_DE.ISO-8859-1"?
Grep your filessystem and look for LC_CTYPE. In FreeBSD, i find usefull
information with "man setlocale" or "man locale".
